Mr. Arif Ahmed Khan, Federal Secretary Ministry of Water Resources (28-08-2017 to 20-09-2017)

 

 

Mr. Shamail Ahmad Khawaja, Federal Secretary Ministry of Water Resources (23-10-2017 to 22-02-2019)

Mr. Shamail Ahmad Khawaja belongs to the Pakistan Administrative Service, a recipient of the most coveted President of Pakistan Gold Medal for his best all round performance at the Civil Services Academy, an alumnus of the Universities of Punjab (Pakistan), London & Singapore and an awardee of UK Britannia Chevening Scholarship for postgraduate studies at the Kings College London and London School of Economics.

Mr. Khawaja has accumulated diverse experience of public sector management over a period of three decades, while serving on several important field, staff and policy making assignments in the Federal and Provincial Governments as Assistant Commissioner, Deputy Commissioner, Divisional Commissioner; Deputy Secretary to Chief Minister, Punjab; Director General of Attached Departments; Chairman Punjab Information Technology Board (PITB), Additional Secretary and Secretary to the Government of Punjab in various departments, Additional Chief Secretary, Punjab and now Federal Secretary, Water Resources Division, Government of Pakistan.

He was conferred with a “Leadership Excellence Award” by the Chief Minister Punjab in recognition of his meritorious services as Administrative Secretary for promoting IT/e-govt. practices in the Excise and Taxation of the Government of Punjab.

He also holds the distinction of having attended the 43rd session of the UN Commission on Human Rights (UNCHR) at Geneva, Switzerland besides having attended numerous training/study events at the UK, France, Germany, Singapore, Bangladesh, Nepal and  China.

Besides, on the invitation of DFID & IGC UK, he had participated in two consecutive annual conferences at the London School of Economics as one of the panellists in 2009 & 2010 regarding a JV between the KSG, Harward University & Punjab Excise & Taxation Department on HR & Governance Reforms in the Excise and Taxation department. He also led an official delegation to Turkey as Additional Chief Secretary, Government of the Punjab forge a bilateral cooperation and assistance in November, 2016 in transforming Healthcare System in Punjab, which culminated into linking an MoU/Agreement between the two Governments during the state visit of President of Turkey to Pakistan in the ensuing month.

He had been a regular guest speaker at different academic and civil services training institutions of Pakistan.

Mr. Muhammad Ashraf, Federal Secretary Ministry of Water Resources (25-03-2019 to 02-10-2020)

 

Mr. Muhammad Ashraf  belongs to the prestigious Pakistan Administrative Service (PAS). He holds Master degree in International Relations from Quaid-i-Azam University and MBA from Punjab University. He is also holder of Commonwealth Scholarship (UK). His major responsibilities discharged during the service include Organizational Management, Human Resource Development, Financial Management, Revenue Collection, Implementation of Development Plans, Poverty Alleviation, Micro-Finance, Social Sectors issues such as Health, Water, Sanitation, Environment, Climate Change and Forest, Implementation of International Protocols on Environment, Climate Change, and Governance.

Mr. Ashraf has accumulated diverse experience of public sector management over a period of three decades, while serving on several important field, staff and policy making assignments in the Provincial and Federal Governments. He served as Deputy Commissioner Muzaffargarh, Regional General Manager (RGM), Punjab Rural Support Programme (PRSP), Faisalabad, Additional Secretary, Home, Agriculture, Punjab, District Coordination Officer (DCO), Bahawalpur, Member, Planning & Development Department (Punjab), Lahore, Joint Secretary, Ministry of Environment, Islamabad, Member, National Disaster Management Authority (NDMA), Islamabad, Additional Secretary, Ministry of Science and Technology, Islamabad, Additional Secretary, Ministry of Inter Provincial Coordination, Islamabad, Senior Member, Federal Land Commission, Islamabad, Secretary, Parliamentary Affairs, Islamabad and   now Federal Secretary, Ministry of  Water Resources, Government of Pakistan.

He also holds the distinction of having represented Pakistan at national and international fora.
